      Kwa wakazi wa Dar na vitongoji nyake taarifa hii ni kukatisha tamaa, kutokana na usumbufu ninaupata kila asubuhi na jioni kugombania dalala nathubutu kusema hatuna serikali na kama ipo imekwenda likizo.

      Hivi ile pesa ya Richmond,IPTL au rada ingewekezwa kwenye miradi ya usafiri hapa nchini, tungekuwa mbali.

      Mungu yupo hawa mafethuli siku zao zinahesabika

      KAMA kuna kitu ambacho wakazi wa Dar es Salaam, walikuwa wanakisubiri kwa hamu na kwa muda mrefu, ni mradi wa usafiri mpya wa mabasi yaendayo kasi, uliotarajia kuanza mapema mwaka huu.

      Usafiri jijini Dar es Salaam, ambako asilimia saba ya Watanzania wanaishi wakisaka maisha, unatajwa kuwa kikwazo kikubwa kwa maendeleo ya nchi.

      Kutokana na kukosekana usafiri wa uhakika katika jiji hili, inakisiwa kuwa, wakazi wake hupoteza wastani wa saa zaidi ya tatu kwa siku nje ya ofisi zao.

      Pia inakisiwa kuwa, asilimia 70 ya pato la taifa, huzalishwa kwenye jiji hili, lakini pamoja na umuhimu huo, mapato yanayopatikana yameshindwa kutumiwa vyema kuboresha miundombinu ikiwamo barabara ambazo nyingi ni zile zilizojengwa wakati wa uhuru.

      Tatizo la usafiri Dar es Salaam, kushindwa kutatuliwa na mamlaka zinazohusika, ni kielelezo tosha cha uwajibikaji hafifu kwa baadhi ya watendaji, hasa katika maeneo fulani yaliyobinafsishwa. Kwa mfano tangu serikali ilipojitoa kwenye sekta ya usafiri jijini Dar es Salaam na kuamua kuikabidhi Kampuni ya Usafiri jijini humo (UDA) kwenye sekta binafsi, kampuni hiyo imeshindwa kuleta matumaini.

      Hadi sasa, inakisiwa kuwa wastani wa abiria 123,000 hutumia usafiri wa daladala, ambazo zinakadiriwa kufikia 9,300, zinazotoa huduma kwa siku, huku ikikadariwa kuwa, abiria zaidi ya 100,000 hukosa usafiri huo. Aidha, husafiri kwa miguu, baiskeli, pikipiki, gari ndogo na hata kupanda malori ya mizigo.

      Katika uchunguzi uliofanywa mwaka 2004, ilibainika kuwa kila siku daladala moja hupoteza sh 6,000 sawa na sh 180,000 kwa mwezi, ambazo hutumika kuwalipa wapiga debe.

      Pesa hizo kama zingekusanywa na Chama cha Wamiliki wa Daladala (TABOA), kwa daladala 9,300, wangepata zaidi ya sh milioni 55 kwa mwaka.

      Pesa hizo zingeunda kampuni ya usafirishaji jijini (KAUJI) na wengeweza kuzitumia kama dhamana kupata mkopo ili kuagiza mabasi mengi makubwa.

      Kutokana na umuhimu huu wa usafiri wa jiji, serikali imekuwa ikilaumiwa kwa kushindwa kuuoboresha kwa kupanua miundombinu ili watu wawe wanawahi kazini na wanafunzi wanawahi mashuleni ili taifa lipate maendeleo.

      Ndio maana Serikali ya Mkoa wa Dar es Salaam, ikaamua kubuni na kutangaza kuanzisha mradi wa usafiri wa mabasi yaendayo kasi Dar es Salaam (Dar Rapid Trans - DART), ambao kila mara wamekuwa wakiwatangazia wananchi kuwa ungeanza mapema mwaka huu.

      Wananchi wanashangaa na wanashindwa kupata majibu kamili, ilikuwaje taarifa zilikuwa zikitolewa na kuwapa watu matumaini, wakati mradi huo ambao unasubiriwa na wengi haujawa tayari? Taarifa hizo zilianza Agosti mwaka jana, kwamba mradi huo wa DART ungeanza kutoa huduma, lakini haikuwa hivyo.

      Mradi huo, unasimamiwa na Halmashauri ya Jiji la Dar es Salaam, mwishoni mwa waka jana ilitolewa taarifa kwenye vyombo vya habari kuwa, mradi huo ungeweza kuanza kazi Machi, mwaka huu. Wananchi wakazidi kuvuta subira, hasa wale wa Mabagala na Gongo la Mboto, ambao usafiri mzuri kwao ni anasa na kupita kwenye madirisha ya mabasi wala si jambo la kushangaza.

      Taarifa ambazo zimekuwa zikitolewa, inaonekana kuwa usafiri huo utakuwa wa usalama, uhakika na wa haraka hali inayowapa matumaini makubwa wakazi wa Dar es Salaam.

      Wakati tulipokuwa tukiambiwa mradi unaanza mwezi wa Agosti, mara mwaka kesho, ulikuwa ni wimbo mtamu ambao msikilizaji alikuwa hauelewi vema. Aidha, mwimbaji alikuwa anatumia ujanja kumliwaza msikilizaji hata kama wimbo huo ulikuwa unaimbwa kwa mafumbo.

      Wanasema kuwa, unaweza kuwadanganya watu wote, lakini si kwa wakati wote, huo msemo ndio ulinifanya nikapiga hodi kwenye ofisi ya Mkurugenzi wa Jiji la Dar es Salaam ili nifahamu ukweli wa mradi huu kwamba utaanza lini.

      Nilipofika kwenye ofisi hiyo, haikuwa kazi rahisi kupata taarifa, kwani ofisa niliyekutana naye kwenye ofisi za kitengo hicho, hakuwa tayari kutoa ukweli huo na hata habari hizo hazikumfurahisha, baada ya kufahamu kuwa nilikuwa nataka kujua ni lini usafiri huo utaanza rasmi.

      Baada ya mabishano ya muda mrefu, hatimaye tulifikia mwafaka na akanipeleka kwa ofisa mwingine aliyeniahidi kuwa, nirudi baada ya mwaka mpya ili aweze kunipatia taarifa kamili, sikufanya ubishi, niliondoka na mwaka mpya ulipoanza nilikwenda tena kwenye ofisi hizo.

      Wakati najaribu kufuatilia habari hii, kichwani nilikuwa najiuliza habari ya mradi mwingine wa kuzalisha umeme, uliokabidhiwa kampuni moja ya nje yenye jina la Richmond, ambao wasemaji wake walikuwa wakipiga danadana tarehe ya uhakika ya kuanza kuzalisha umeme.

      Baada ya kufika, nilikabidhiwa ripoti kamili iliyoandaliwa Desemba 5, mwaka jana kutokana na kikao kilichofanyika kwenye Ukumbi wa Manispaa ya Temeke na kuwakutanisha viongozi mbalimbali wa Jiji la Dar es Salaam, wadau pamoja na mkuu wa mkoa.

      Kwenye mkutano huo, ambao walialikwa pia waandishi wa habari, Mkuu wa Mkoa wa Dar es Salaam, Abbas Kandoro, akitoa hotuba yake alisema miundombinu kwa ajili ya mradi huo inatarajiwa kuanza mwaka huu, na huduma ya usafiri itaanza kutolewa rasmi mwaka 2009, kisha akamaliza kwa kusema “hatutarajii mipango isiyo na mwisho, tunataka matokeo.”

      Lakini pamoja na taarifa hiyo kubainishwa kwamba usafiri utaanza rasmi mwaka 2009, taarifa ambazo zilitoka kwenye vyombo vya habari, zilikuwa zinabainisha kuwa, huduma hii ya usafiri wa mabasi yaendayo kwa kasi itaanza Machi mwaka huu.

      Taarifa kwenye vyombo hivyo zilisisitiza pia kuwa, hata daladala ndogo zitapigwa marufuku kuingia katikati ya jiji, baadhi ya wafanyabiashara waliokuwa wameagiza magari hayo, waliingiwa na hofu na hata wengine wakarudisha magari waliyokuwa wameagiza kwa hofu kuwa huenda yangeshindwa kufanya kazi. Hakuna lililoendelea, mambo hayo ni sawa na tunda bichi ambalo halijawa tayari kuliwa.

      Ukweli ni kwamba, kama kuna wafanyabiashara waliokuwa wamesita kuagiza magari ya kutolea huduma, ni bora wakabadilisha msimamo wao na kuagiza magari hayo, kwani ukweli ni kuwa, mradi huo unaelezwa kuwa, unatarajiwa kuanza kutoa huduma kuanzia Machi 30 mwaka 2009 kwa kutumia mabasi yenye uwezo wa kubeba abiria 140 na 160, tena kwa kuanzia katika Barabara ya Morogoro tu.

      Mpango mzima wa mradi huo na ambao labda unaweza kumaliza tatizo la usafiri jijini, unatarajiwa kukamilika mwaka 2035, kutokana na mpango huo kugawanywa katika awamu sita, ambazo zina jumla ya kilometa 137, ambazo barabara na miundombinu mingine itakuwa ikitengezwa kwa awamu.

      Kutokana na ripoti hiyo, inaonekana kuwa, kuanzia Machi 2007 wataalamu wa mradi huo wataanza kusanifu barabara zenye kilometa 20.9 ambazo zitahusisha vituo vya Kimara, Ubungo, Morocco, Kariakoo na Kivukoni katika zoezi hilo litakalokwenda sambamba na kufanyia tathmini wale wote wanaopaswa kulipwa fidia ya kuhamishwa ili kupisha ujenzi wa barabara mpya, ambazo zitatumiwa na mabasi hayo.

      Shughuli hii inatarajiwa kukamilika Septemba mwaka huu na ujenzi wa awamu ya kwanza ya mradi unatarajiwa kugharimu sh bilioni 122, ambazo zinatolewa na Benki ya Dunia na watakaoshughulika na ujenzi huo ni Wakala wa Barabara nchini (TANROADS).

      Awamu hiyo ya kwanza ya mradi itakuwa na barabara yenye urefu wa km. 20.9 na itakuwa imegawanyika katika sehemu kuu tano, ambazo ni zile za wanaokwenda kwa miguu, baiskeli, magari ya watu binafsi vituo vya daladala nyingine na vile vya mabasi hayo maalumu.

      Nauli ambazo zinapendekezwa mradi huu ukikamilika ni kati ya sh 200 na 300 hadi 500 mpaka mwisho wa safari.

      Tathimini iliyofanywa mwaka 2004, ilibainika kuwa, Barabara ya Morogoro inaongoza kwa kupitiwa na magari mengi na ndipo mradi utakapoanzia na baada ya hapo itafuatia Barabara ya Kilwa ambayo nayo inatumiwa zaidi. Mradi wa awamu ya pili utakaohusisha barabara hiyo utaanza mwaka 2012 ukiwa na kilometa 19.3 na awamu ya tatu itakuwa mwaka 2016 ukiwa na barabara ya km. 23.6.

      Awamu ya sita na ya mwisho inatarajiwa kukamilika mwaka 2035 takribani miaka 10 baadaye, kama mipango itakwenda kama inavyoelezewa na kama yatazingatiwa maneno ya Kandoro aliyosema kwa ‘hatutarajii kuwa na mipango isiyo na mwisho’, lakini vilevile itategemea sera ya viongozi wanaofuata miaka kumi inayokuja.

      Kwa hali yoyote ile, kukamilika kwa mradi huu ni sawa na mwenye njaa anayesubiri matunda yaive ndipo ale, kama mradi huu unategemea fedha za wafadhili ndio utekelezwe, matumaini yake ni madogo, na hata kama ni wawekezaji, basi wasiwe na sura ya Richmond, ambao wataendeleza yale ya ngoja leo ngoja kesho.

      Kulingana na maelezo ya mradi huu unaotarajiwa kukamilika mwaka 2035, amabako wengi hatutarajiwi kuwapo hai, tungeomba serikali itazame njia haraka na mbadala kama ya usafiri wa baharini na kuingia ubia na mwekezaji mpya wa TRC ili aweke usafiri wa reli kupita maeneo ya jiji ili kuondoa adha kwa wananchi.

      Ndg yangu usijidanye kwa mradi huo, hapo pana mkono wa mtu ambaye alitaka kuondoka vipanya hapo Tanzania hasa Dar, lakini amekumbana na wakati mgumu kwani hata hao vigogo wengi wao wana vipanya hivyo, pia hautakuwa Dar rapid trans (DRT) badala yake hata ukianza utaitwa jina jipya yaani Dar slow moving Trans, kwani ili hayo magari yaende kasi lazima pawepo na barabara special kwa hayo mabasi kwa maeneo ya central district area yaani bus lane je itawezekana utapanuaje hizo njia za nyoka hapo Dar?

      Naona wenzangu wameliangalia suala hili la "Dar Rapid Trans" na kwa kweli sishangai kuona kuwa kuna wenzangu ambao ingawa mradi huu umeshaanza utekelezwaji, bado kuna watu bado tuna wasiwasi na ufanisi wake mara utakapokamilika. Tatizo ni kwamaba kumekuwa na tabia ya usiri sana kwenye serikali yetu. Usiri ni mzuri kama ni kuhusu masuala ambayo yana manufaa kwa watu wengi lakini sio lazima liwe linajulikana kwa watu wengi, "issues of national inteligence". Sasa mfano rahisi ni lile suala la DRT, 3 by 1 use of major arterials (double roads) wakati wa peak hours.

      Kwa kweli pamoja na kwamba miradi hii inahusishwa watu wengi, ikiwemo watembea kwa miguu, waendeshaji wa magari, wenye kutumia baiskeli/pikipiki/tairi tatu na usafiri mwingine; wengi wao hawakushirikishwa kwenye maamuzi ndio maana wengi tulisikia kuhusu mambo ya watu kugongwa na magari, ajali za magari kwa magari nk.


      Sasa kama vyombo vya serikali vinaimgia kwenye miradi mikubwa inayogusa kada zote za jamii ni bora na lazima wawekezaji na watumiaji wote washirikishwa hata kama ni kupata views ambazo hazitakuwa na uzito sana and decide on the final implementation plan based on weighted average of views and not based on some few individuals and what we call consultants who came from outseide the country on sorting out traffic problem for people coming from Mbagala.

      Kama unataka kutatua tatizo la usafiri Mbagala, usitegemee mtu wa Kigogo au Tandika kutatua tatizo hilo. It is a high time that we try and use peoples views no matter small and so called ilogical in solving their views. We have all learnt from EAC fast tracking, though wengin walisema itakuwa ni a fluke na tutalazimishwa kuingia kichwa kichwa, wote tumeona mafanikio ya watu wengi (>70%) saying, NO WE ARE NOT READY NOW.........

      Morani its OK unachosema lakini naona unaingiza politics kwenye vitu vinavyohitaji expert's/pro's...urban transportation system ni very complex kuliko unavyofikiria,wenzetu walioendelea wanatumia computer models to solve hili tatizo na ni software ambayo inacost pesa nyingi..

      Kwa population ya 3m plus ujue vikao vya wananchi au politicians hawataweza kusolve hilo tatizo, it's time now to use really experts and stop all the BS...issue ya Dar imefikia pagumu sana na wasipofanya kazi yao NATURE itafanya kazi yake...WAIT & SEE what i mean by saying NATURE!

      Koba, nashukuru kwa ushauri wako mzuri kuhusu mada hii. Lakini, unavyosema naingiza siasa, inakuwa ni ngumu kidogo. Inaelekea niliposema tutumie washika dau (stakeholders) sio siasa ndugu yangu....Hata kwenye nchi zilizoendelea kama ulivyosema kuwa wanatumia simulation (softwares) usifikiri kuwa computer software inaamua bila kuwa na inputs. Among he inputs ni hizo hoja za washika dau ambazo zinakusanywa mara nyingi through "questionnaires" na zinakuwa part of the input parameters.

      Kwa hiyo ndugu yangu sio siasa, na wala computer traffic simulation softawares (many are available i.e. ITS, PTISP) haziwezi fanya kazi bila parameter inayokuwa derived from people/users comments (which includes pedestrians, drivers, commuters, cyclists and to be sincere even in some areas farmers (cattle keepers as for the case of high speed highways/cross countries through vast farm lands which at times are provided with animal crossings underpasses)!!

      Ndugu yangu, information technology (design and other softwares) ni kama chungu, kitakachoiva kinategemeana na zile constituents/viungo na vingenie ulivyoweka mwanzo wa mapishi. Huwezi weka mchele na kunde utegemee kupata pizza sababu nchi zilizoendelea wanapata pizza, wao wametengeneza chungu chao kuweza kutambua parameters kwa ufanisi lukuki kuweza kusaga na eventually kuwatolea pizza. Sasa chungu chao kinaweza work kwao lakini kwetu inategemea na aina ya kunde, mchele etc ambazo zinatokana na ideas za walaji (stakeholders for that case) through questionnaires!!!

      Naomba kuwakilisha....

      tatizo la usafiri dar ni la muda mrefu,viongozi wanafikiri bado wapo kwenye kampeni.
      kwa maoini yangu,chukua barabara ya morogoro/mandela pale inatakiwa wajenge tannel kwa wale wanao toka kimara kwenda mjini wapite juu au chini na nafasi ya kufanya hivyo bado ipo,alikadhalika pale kilwa/mandela,changombe/mandela,hata tazara pale nyerere/mandela.na kuna sehemu zingine nyingi tu wanaweza kufanya hivyo na tukapunguza foleni.

      ..ngoja tutatia kidole kuona barabara ya kilwa itakapokamilika!
      Dar na Lamu yote miji ya pwani, lakini haifanani!

      Work on the road network for the long-awaited Dar es Salaam Rapid Transit (DART) project will start in March next year if the government secures competent contractors, the project's chief has said.

      ``This is a huge and complex project and it needs engaging first-class international contractors with vast international experience in similar projects. That`s why the government is spending time to look for competent contractor,`` explained Dar Rapid Transit Agency chief executive Cosmas Tukule in an exclusive interview with The Guardian on Tuesday.

      The idea of coming up with the project was conceived some years ago, the plan being to ease road traffic congestion in the country�s commercial capital and busiest port.

      The project was supposed to become operational in 2005 but the authorities charged with its implementation kept postponing it, often blaming financial constraints and lack of suitable infrastructure.

      ``Now we have reached an advanced stage, with most basic preparatory work done, I am certain that the project will be up and running by 2010 as per rescheduled deadline,`` an upbeat Tukule pointed out.

      He said the agency was inviting reputable construction companies `to forward to us what is technically known as expression of interest before they submit bids for the work``.

      Laws on construction work undertaken in Tanzania require agencies like DART to give the respective companies, whether local or foreign, 45 days to assess the projects in question before bids are submitted for scrutiny.

      Tukule said the government has already picked an evaluation team comprising experts and specialists like quantity surveyors, engineers and contractors to screen bids from interested contractors.

      ``The evaluation team is required to pick only six bidders and forward them to the Tender Board, in this case the Tanzania Roads Agency � Tanroads. From among those six, Tanroads will select the ones found to be the most competent contractor deserving to be awarded the tender,` he noted.

      He said the process was running concurrently with the picking of a consultant engineer ``to perform supervisory tasks on behalf of the DART agency as required by the country`s procurement laws``.

      ``The delay in implementing the project was due to a number of problems, including the fact that the project itself is complex and calls for the construction of separate roads.

      Also important are the setting up of a compensation arrangement for people whose houses and other deserving structures will be demolished to give way to the project, and the putting up of a complaints settlement plan,`` according to Tukule.

      He said a compensation mechanism was now in place and many residents of Kinondoni District, the one to be most affected, have been compensated and payments for the rest are going on.

      ``After Kinondoni, we will move on to Ilala District and finally Temeke District. The compensation arrangement covers all residents to be affected directly and indirectly,`` he added.

      Tukule stated that they have adopted a participatory approach in identifying residents to be compensated.

      The identification process involves both those to be affected as well as leaders at the ten-cell level, locality, ward, district and regional levels.

      ``Officials from our agency and the respective residents and local leaders have agreed and signed special forms for the compensation. The claims were scrutinised and approved by the office of the Government`s chief valuer,` he said.

      Overall, the project will be implemented in six phases, the first phase expected to cover Kimara-Ferry, Kawawa Road, and Fire Bus Stop-Kamata in Kariakoo.

      An estimated $100m is understood to have been set aside for this first but Tukule would not give more financial details.

      Mradi wa wakala wa usafiri wa haraka , DART umepangwa kutekelezwa kwa awamu sita kabla ya kukamilika rasmi na hivyo kuwa wa kwanza na wa aina yake barani Afrika.

      Aidha, imeelezwa awamu hizo sita zitajumuisha barabara za Morogoro, Kawawa, Msimbazi na Sokoine, ambazo zote kwa pamoja zitakuwa na urefu wa kilometa 21, huku abiria zaidi ya 380,000 wakisafirishwa Jijini kwa siku na mabasi makubwa 300 na madogo 147.

      Ufafanuzi huo umetolewa hivi karibuni na Mkurugenzi Mtendaji wa Mradi huo, Bw. Cosmas Takule, wakati akizungumza na waandishi ofisini kwake Jijini.

      Amesema usanifu wa mradi huo unahusisha njia maalum za mabasi zenye urefu wa kilometa 21 na vituo vikuu vya mabasi vitano ambavyo ni Kivukoni, Kariakoo, Ubungo, Moroko na Kimara.

      Amesema vituo vingine vidogo vitakuwa 29 ambavyo ni vya kupandia na kushusha abiria huku pia kukiwa na vituo vikuuu viwili vya maegesho ya mabasi hayo ya haraka.

      Akasema kuwa eneo la Kariakoo litajengwa kituo kikuu cha mabasi hayo.

      Amesema ujenzi wa miundombinu ya mradi huo unatarajia kuanza Septemba 2008 na kuchukua takriban miezi 24 kumalizika, yaani Septemba mwaka 2010.

      Aidha huduma ya usafiri chini ya mfumo huu mpya umepangwa uanze rasmi mwishoni mwa mwaka 2010.

      Akifafanua juu ya taratibu za malipo kwa watu ambao majengo na ardhi zao zitaathiriwa na mradi huo, Bw. Takule amesema kuwa wote watalipwa na kwa kuanzia, wale wa eneo la Gerezani Kota wataanza kulipwa mwezi huu.
