"In 1979 the Principal Secretary in the Ministry, Frederick Lwegarulila, a brilliant water expert from Bukoba, suggested that we do an aerial geophysical survey of Tanzania to determine the country's water and mineral resources...The aerial survey conducted in the late 1970s for minerals also showed us sources of potable water that were sufficient to supply all country's needs. We therefore used it to work out a plan to provide portable water throughout Tanzania. We decided to approach all our donor countries...Accordingly, the Principal Secretary in the Ministry, Frederick Lwegarulila, and I first travelled to Norway...Lwegarulila once received an offer from the Swedish government to send Tanzanians for training as water engineers in Sweden. We only had 20 engineers in the Ministry at that time. Lwegarulila replied that Swedish technology was too advanced for Tanzania and also very expensive. He suggest that, instead, Sweden should provide scholarships for Tanzanians to be sent to India for training.
